17チームが増毛町への提案を発表 / Seventeen teams present to Mashike

グローバル実践科目Ⅱの最終発表会を、7月28日と7月30日の二日間、北海道大学総合教育棟S講義棟のS5教室で開催しました。北海道大学創基150周年記念事業との連携により実施した公開授業です。火曜クラス8チーム、木曜クラス9チームの計17チームが、増毛町の活性化に向けた事業提案を英語で発表しました。会場には学内外から参加者が集まり、各チームの発表のあとには質疑と意見交換の時間を設けました。

Global Practical Course II held its final presentations on July 28 and July 30 in Room S5 of the S-Building at Hokkaido University. The two open classes ran in collaboration with the University’s 150th Anniversary Project. Seventeen teams presented in English, eight from the Tuesday class and nine from the Thursday class, each proposing a business or initiative to revitalise the town of Mashike. Members of the public attended alongside students and staff, and questions and discussion followed every presentation.

町が示した課題と6月の現地調査 / The question the town set, and a day of fieldwork

増毛町は日本海に面した人口約3,400人の港町です。かつてニシン漁で栄え、明治・大正・昭和期の町並みを今なお良好に残しています。その一方で、人口減少と高齢化が急速に進んでいます。町から学生に示された課題は、人口減少が進む小さな地域社会をいかに活性化するか、という一点でした。

学生は地域づくり会社の起業家という想定に立ち、観光、食と特産品、交通と移動、教育、医療と福祉、テクノロジー、国際交流と多文化共生の七つの分野で提案を組み立てました。いずれの提案にも、持続可能で収益を生む事業モデルの検討が求められています。6月29日には全チームが増毛町で現地調査を行い、町内各所を訪ねて事業者や住民と対話しました。発表の内容は、この現地調査で得た証言と観察に基づいています。

Mashike is a port town of around 3,400 people on the Sea of Japan coast. The town prospered on the herring fishery and retains a well-preserved townscape from the Meiji, Taishō, and Shōwa periods; population decline and an ageing society now press hard on it. The town set the students one question, which was how to revitalise a small northern community.

Working as founders of an imagined community development company, teams built proposals across seven areas: tourism, food and local products, transport and mobility, education, healthcare and welfare, technology, and international exchange and multicultural inclusion. Every proposal had to rest on a sustainable, revenue-generating model. On June 29, all teams carried out fieldwork in Mashike, visiting sites across the town and speaking with local businesses and residents. What they heard there shaped what they presented.

観光|通過される町から、滞在する町へ / Tourism: from a town people pass through to a town people stay in

観光を扱った3チームは、いずれも来訪者が増毛に泊まらないという事実を出発点としました。木曜のTeam 1は、空き部屋を持つ住民と来訪者をつなぐ滞在・体験の予約プラットフォームを提案しました。宿泊施設の不足を、住民の住まいと知識で補う構想です。木曜のTeam 2は、午前に果樹の収穫を手伝い、昼に地元の食卓を囲む一日滞在型のプログラムを示しました。火曜のTeam 1も一日体験を軸としますが、案内役を農業や漁業の経験を持つ高齢住民に置き、来訪者と住民の接点そのものを町の魅力として設計しています。

The three tourism teams all began from the same finding, which is that visitors pass through Mashike without staying. Team 1 from the Thursday class proposed a booking platform matching residents who have spare rooms with visitors who want to eat, drink, and learn alongside them, turning a shortage of accommodation into an asset. Team 2 from the same class designed a one-day resident experience, taking visitors through an orchard harvest in the morning and a shared meal at midday. Team 1 from the Tuesday class built its one-day programme around elderly residents with farming and fishing knowledge, treating contact between visitors and residents as the attraction itself.

食と特産品|担い手の不足に応える四つの提案 / Food and local products: four answers to a shortage of successors

食と特産品の分野では、担い手の不足が共通の出発点となりました。木曜のTeam 4は、後継者のいない漁師の歴史、漁の技術、食文化を記録に残す取り組みを提案しました。乗組員30人を要する船を6人で動かしている現実を、現地調査で確認しています。木曜のTeam 7は、本州の若い狩猟者を増毛に招き、地元のハンターとともに狩猟を行う「HunTravel」を示しました。ヒグマ対策、技術の継承、ジビエの販路を一つにつなぐ構想です。火曜のTeam 4は、札幌から移住してさくらんぼ農園を継いだ若い経営者を対象に、収穫体験イベントを提案しました。火曜のTeam 7は、農学を学ぶ国内外の学生が農家に2週間滞在するアグリ・ホームステイを提案し、知識の継承と繁忙期の労働力の双方に応えています。

Teams working on food and local products all began from a shortage of successors. Team 4 from the Thursday class proposed documenting the history, fishing techniques, and cuisine of ageing fishermen who have no one to follow them; their fieldwork found boats built for thirty crew running with six. Team 7 from the same class presented HunTravel, which brings young hunters from Honshū to hunt alongside experienced local hunters, connecting bear management, the transfer of skills, and the sale of game meat. Team 4 from the Tuesday class designed a cherry-picking event for a young orchard owner who moved from Sapporo to take over her grandparents’ business. Team 7 from the Tuesday class proposed a two-week agricultural homestay for students from Japanese and foreign universities, answering both the loss of knowledge and the shortage of hands at harvest.

交通と移動|町なかの移動と、町外への移動 / Transport and mobility: getting around the town, and getting out of it

交通と移動を扱った3チームは、町内の移動と町外への移動を区別して捉えました。木曜のTeam 6は、住宅地と診療所、商店、地域施設を結ぶ電動シャトルバスの定時運行を提案しました。木曜のTeam 8は、ガソリン代に月18,000円以上を支払う住民の声を起点に、eバイクのシェアリングと予約アプリを組み合わせた仕組みを示しました。火曜のTeam 2は、町内は徒歩と自転車で足りるものの、留萌や深川への移動と冬期に困難が生じるという証言に基づき、運転できる住民と移動を必要とする高齢者をつなぐマッチングの仕組みを提案しています。

The three transport teams drew a line between moving around the town and getting out of it. Team 6 from the Thursday class proposed a community electric shuttle running fixed routes between housing, the clinic, shops, and community facilities. Team 8 from the same class built an e-bike sharing system with a reservation app, starting from a resident who pays more than 18,000 yen a month for petrol. Team 2 from the Tuesday class worked from an elderly resident who cycles and walks confidently inside Mashike yet cannot reach Rumoi without her husband’s car, and proposed matching residents who drive with older residents who need to travel, with winter as the hardest case.

教育|学ぶために町を離れる子どもたちに / Education: for the children who leave town to learn

教育の分野では、進学と通学が焦点となりました。木曜のTeam 5は、高校進学で町を離れる中学生に向けて、北海道大学の学生による対面のワークショップとオンラインの学習相談を組み合わせた支援を提案しました。火曜のTeam 6は、留萌高校へ通う生徒を対象に、スクールバスの時刻と座席の空き状況を確認できるアプリを提案し、空席を一般の町民にも開放する形を示しました。北海道のバス運転手が2015年度の3,800人から2024年度の2,900人へ減少しているという事実を踏まえ、限られた便をどう配分するかという問いに立っています。

Education produced two proposals about leaving town to learn. Team 5 from the Thursday class combined face-to-face workshops run by Hokkaido University students with online academic mentoring, aimed at junior high school pupils who will move away for high school. Team 6 from the Tuesday class proposed an application showing school bus times and seat availability for pupils commuting to Rumoi High School, and opening spare seats to other residents. Their case rests on the fall in bus drivers across Hokkaido from 3,800 in 2015 to 2,900 in 2024, which turns the allocation of a shrinking service into the real question.

医療と福祉|健康な高齢者にこそ届く記録の仕組み / Healthcare and welfare: a record designed for people who feel well

医療と福祉では、火曜のTeam 5が「MashiKare」を提案しました。増毛の高齢者は比較的健康である一方、それゆえに日々の習慣や体調の変化に気づきにくい、という現地調査の結果に基づいています。春は健康診断とウォーキング、夏は熱中症と水分補給、秋は栄養と予防接種、冬は転倒予防と屋内での運動というように、季節ごとの目標と行動を示す記録の仕組みを設計しました。

Healthcare and welfare produced one proposal, MashiKare, from Team 5 in the Tuesday class. Their fieldwork found older residents in Mashike to be healthy and, for that reason, unlikely to notice gradual changes in their own condition. The team designed a seasonal health record setting goals and actions across the year, covering check-ups and walking in spring, heat and hydration in summer, nutrition and flu prevention in autumn, and fall prevention and indoor exercise in winter.

テクノロジー|酒粕から飼料へ、QRコードから音声へ / Technology: from lees to feed, from a QR code to a voice

テクノロジーの分野では、性格の異なる二つの提案が並びました。木曜のTeam 9は、国稀酒造の酒粕と水産加工の副産物を、高たんぱくの飼料ペレットに転換する事業を示しました。酒粕のたんぱく質含有率44.6パーセント、アミノ酸スコア89.6という分析値を根拠とし、年間123トンの製品と約2,460万円の売上を試算しています。火曜のTeam 9は、町内の各所にQRコードを設置し、歴史や文化の解説を多言語の音声で聞ける仕組みを提案しました。日本語の説明を読み解くことが難しい外国人住民を、まず主な対象としています。

Technology produced two proposals of very different kinds. Team 9 from the Thursday class presented a plan to convert lees from the Kunimare brewery and by-products from fish processing into high-protein feed pellets. Sake lees run at 44.6 percent protein with an amino acid score of 89.6, and on the team’s assumptions the process yields 123 tonnes of product a year and revenue near 24.6 million yen. Team 9 from the Tuesday class proposed a multilingual audio guide, with QR codes at sites across the town giving history and local stories in the listener’s own language, aimed first at foreign residents who find Japanese explanations hard to follow.

国際交流と多文化共生|職場の外に接点をつくる / International exchange and multicultural inclusion: contact beyond the workplace

国際交流と多文化共生では、町内で働く約120名の外国人労働者と住民の接点をどうつくるかが問われました。木曜のTeam 3は、地元の子どもと外国人労働者が一緒に料理をする一日交流イベントを提案しました。職場の外での接触が乏しいという現地調査の結果に、子どもの側から応じる構想です。火曜のTeam 3は「TABEMASHIKE」と題し、伝統芸能の舞台と各国の食の市を組み合わせた文化交流フェスティバルを提案しました。いずれのチームも、単発の催しに終わらせず、町民が主体となる年次行事へ育てる道筋を示しています。

Both international exchange teams asked how to create contact between residents and the roughly 120 foreign workers employed in the town. Team 3 from the Thursday class proposed a one-day cooking event bringing local children together with international workers, answering a fieldwork finding that contact outside the workplace barely happens. Team 3 from the Tuesday class presented TABEMASHIKE, a cultural exchange festival pairing traditional performance with a market of food from the workers’ home countries. Each team set out how a pilot event could pass into the hands of residents and grow into an annual fixture.

増毛町からの評価と、現地での試行への招き / What Mashike officials said, and where the projects go next

両日とも、増毛町の職員の皆さまにご出席いただきました。町の担当者からは、学生の提案が町として現在進めている取り組みと重なる点が多く、実務の観点からも有益であるとの評価をいただきました。とくに二つの点に言及がありました。提案が現地調査で聞き取った住民の言葉から出発していること、そして収益の見通しまで踏み込んでいることです。発表後には、多くのチームに対して、増毛町をあらためて訪れ、提案したパスファインダー・プロジェクトを現地で試行してほしいという申し出をいただいています。授業の成果物として始まった提案が、町との継続的な協働の入口となりました。

Officials from Mashike Town attended both evenings. They praised the students’ ideas and noted how closely several of them align with work the town already has underway. Two features drew particular comment. The proposals start from what residents themselves said during fieldwork, and the teams pushed their thinking as far as revenue. After the presentations, the officials invited many of the teams to come to Mashike and trial their pathfinder projects in the town. Work that began as coursework now has a route into practice.
